BRIEF OF ONDO STATE MINISTRY OF TRANSPORT

INTRODUCTION

1.1.    The Ministry was established in April 2009 to initiate and implement policies on effective and efficient transportation system in the State and is responsible for both Road and Maritime transport activities in the State.

1.2.    The administrative building and annex offices is at Ministry of Works & Infrastructure premises with twelve (12) Vehicle Inspection Stations across the State & Inland Waterways Area Office at Okitipupa and Igbokoda.  The Political Head/Chief Executive Officer of the Ministry is the Special Adviser to Mr. Governor on Transport ably assisted by the Permanent Secretary.

1.3.    The Ministry has witnessed a massive turn around and restructuring for better performance and quality service delivery in the transport sector with focal point on security, safety of lives/traffic management and revenue generation.

3.0     MISSION

To lead the development of integrated, efficient transport system by creating a framework of sustainable policies, regulations & implementable model to support government strategies for socio-economic development of the State

4.0     THE MANDATE OF THE MINISTRY ARE AS FOLLOWS:

  1. Revenue Generation;
  2. Supervision/Installation of Road Furniture i.e. Road Signs, Road Markings, Traffic Signal, e.t.c;
  3. Coordination & Supervision of Road Traffic and Inland Water Ways Services;
  4. Clearance of Water Hyacinth/Weeds on the State Inland Waterways;
  5. Management of School Free Shuttle Scheme;
  6. Regulation and Management of Road Transport Union activities;
  7. Regulation and Management of the activities of Private Transport Operators in the State;
  8. Supervision of Consultants engaged under the Ministry for Optimal performance;
  9. Issuance of Road Worthiness Certificates;
  10. Maintenance of Marine Equipment i.e. Amphibex 400E Machine, Supper Chopper, Skimming Boats and Government Boats;
  11. Enforcement of Traffic Laws and Regulations;
  12. Road traffic Management and Control;
  13. Management of Parks Garages;
  14. Construction & Maintenance of Jetties;
  15. Facilitation of the development of Transportation Infrastructure;
  16. Regulation & Management of Driving Schools in the State and;
  17. Regulation & Management of Mechanic Workshops among others;
  18. Employment Generation and Empowerment;
  19. Training and retraining for migration from manual to digital road management.

5.0     ORGANIZATIONAL STRUCTURE

5.1     Executive of the Ministry is the Special Adviser to Mr. Governor on Transport and the Administrative Head is Permanent Secretary.

5.2     The Ministry consists of Seven (7) Departments, each with its distinct scheduled activities namely;

  1. Finance & Administration
  2. Accounts Department
  3. Inland Water Ways;
  4. Transport Operations;
  5. Vehicle Inspection Service;
  6. Planning & Engineering; and
  7. Sunshine Traffic Control (STC)

PROGRAMMES AND ACTIVITIES OF THE MINISTRY

  1. Development of Igodan Lisa airport;
  2. Development of Alape Inland Port;
  3. Development of rail line within the State;
  4. Clearance of water hyacinth & weeds;
  5. Establishment of Ondo State Sunshine Taxi on water;
  6. Establishment and operation of Computerized Vehicle Inspection Centres in the State;
  7. Drivers theory text;
  8. Establishment of Driver’s/Rider’s Institute;
  9. Enforcement and operations of traffic rules and regulations across the state;
  10. Auto Rally;
  11. Establishment and management of truck parks across the state: Ore, Shasha Akure North, Igbara-Oke, Ikare junction Owo, Ogbese;
  12. Construction of floating jetties in the river-rine areas;
  13. Mass Transit Programme;
  14. Operation of Free  School Shuttle Scheme;
  15. Operation of Free Shuttle Boats Scheme in the riverine areas of the State;
  16. Management of passengers welfare/security insurance scheme;
  17. Management of City parks
  18. Establishment and operation of Auto mechanic workshop; and
  19. Establishment and operation of Igbara-Oke Transit Park
